Hawaii has begun to welcome international visitors in accordance with the new U.S. current regulations that went into effect on November 8th.
NON-US citizens travelling straight to Hawaii from an international destination must produce both vaccination records and a negative COVID-19 test result (NAAT or antigen) within three days of boarding a flight to the United States.
There will be no additional State of Hawaii requirements for travellers travelling straight into Hawaii from an overseas location. Prior to their departure for the United States, passengers will be screened by the airlines. If international passengers fail to meet both standards, and US citizens fail to meet one of the two requirements, they will be denied boarding. Once in Hawaii, the CDC will undertake compliance inspections.
Beginning November 8, foreign passengers entering the United States from another state or territory will be considered as domestic travellers when entering the State of Hawaii. For domestic travellers, the Safe Travels Hawaii programme remains in place.
Current Safe Travels Hawaii requirements for domestic travellers include:
- Creating a Safe Travels Hawaii account on a digital device
- Entering trip details
- Filling out a health form, and
- Attesting that all information is correct.
Currently, travellers may bypass the state’s mandatory 10-day quarantine in one of two ways:
- Upload a vaccination document; or
- Upload a negative NAAT test result.
The test must be taken by a Trusted Travel Partner (TTP) within 72 hours of departure for the State of Hawaii.
In addition, effective Nov. 8, the state of Hawaii will take vaccinations recognised or authorised by the US Food and Drug Administration, as well as vaccines classified for emergency use by the World Health Organization. The CDC’s website has a list of presently approved vaccinations.

As more people get vaccinated, we are easing pandemic mitigation measures, including travel restrictions, to guarantee the health and safety of our communities,” stated the Governor of Hawaii David Ige.
